PS3 games are on Blu ray discs while 360 games are on regular dvd discs but since PS3 games are just a port, it's poorer quality. You pretty much hit the nail on the head. PS3 uses supported resolutions, providing true HD. So in short: xbox scales to HD, making it not true HD. A downscaled image will ALWAYS have more detail than an upscaled image.

If it's a multiplatform game though, it will most likely always have a better resolution or look better on the 360. Naughty Dog does a great job with the Uncharted series. The game developers are focusing on the system at hand and will put time into making it a great title. The reason exclusives look better is because they are simply exclusives. Also, I thought blu-rays could only do true 1080p whereas dvds just scaled 720p to 1080p. And yes, most multiplatform games look best on the xbox but ps3 exclusives usually have the best graphics (eg. Oh, I always thought the xbox just scaled signals into 1080p but I guess I was wrong. There are tons of games that are 1080P capable on the 360 but aren't on the PS3 even though they are the same title.

Look at the same title game on PS3 and then on the 360. I'd have to say most of it is because of the ports. PS3 has a modded 7800GTX while the 360 has a modded X1950 XT which is slightly better than the 7800, but not much. Whether you like it or not, it's been proven over and over again. The 360 also has a better graphics card than the PS3 but the PS3 has a better CPU. Most developers create games using the 360 therefore most ps3 titles are just ports from the 360. Thats why I think the 360 version can support a 1080i/p picture and the PS3 cannot. The PS3 lacks a scaler chip (probably to keep the cost down) and cannot perform this function, this is the only thing that the 360 does better. Someone correct me if i'm wrong but, the 360 has a scaler chip which allows it to convert any signal into any format (1080i/p in this case), so even through its not the same as true 1080i/p, its still "HD", its basically a stretched 720p.
